Job Description

Head – Payroll / Time and Attendance is responsible to drive the Payroll & Invoicing Programs of the Group HR Team, by developing strategic plans, both long and short term, aligned to the business growth strategy.  The individual will be required to support the overall objectives and tactics implemented at both a group and business unit level, ensuring each business unit has a solution that meets their individual requirements but balances group efficiencies.

Head – Payroll / Time and Attendance  is required to provide leadership, management and guidance to the Payroll & Invoicing calculation teamof Transguard Group across all group employees.  The individual will be accountable for ensuring efficient Time & Attendance, Payroll & Invoicing  calculation function. They will be responsible for building and maintaining trusted relationships with all levels of management, ensuring the Payroll & Invoicing Team fully supports the business needs, whilst planning and preparing the team to support any existing or future growth, ensuring the team provide a proactive customer service focused, first class HR delivery.

 

The individual will work in conjunction with Head – HR Shared Services, Head – HR Strategy & People, Senior Manager – Service Desk and Manager – Government Relations to further enhance and implement the service offerings available in addition to providing a streamlined and efficient process through the automation and utilisation of the available HR systems.

 

Responsible and accountable for the management, development, implementation, communication, support and delivery of all responsibilities areas to all employees across the group

  • Strategic develop and implementation of Time & Attendance systems, processes and procedures
  • Providing end of end Payroll solutions to internal business units, stakeholder groups and external payroll clients
  • Manage the overall gropup payroll functions including, payroll processing, payroll taxes, reviewing and revising policies and procedures, as well as internal controls, system review and upgrade.
  • Oversee quality assurance, quality control, and customer service regarding the invoicing process; ensure adherence to proper invoicing procedures; and interpret and clarify invoicing policies
  • Ensure all client invoicing is delivered on time, to plan and correct before being invoiced to the client
  • Collaborate with Corporate Finance and Internal Audit teams to ensure financial, regulatory controls and reporting are correct.
  • Lead on the enhancement of the functionality of the systems through continuous improvements, systems implementation and enhancements, ensuring all system are fit for purpose with fully automated processes.
  • Responsibility for the documentation of processes and procedures including process maps, procedures manuals, training manuals and standard operating procedures for the Payroll & Invoicing Team

Skills

  • Relevant Payroll or HR Qualification
  • High Volume processing - greater than 10,000 employees with Tme and Attendance
  • Knowledge of ERP / Oracle systems
  • Experience with accounts payable, general ledger, and client invoicing
  • Strong knowledge of Payroll & Invoicing and cross functional dependences
  • Awareness of external trends and best practices
  • Awareness of financial accounts, Audit and Compliance for HR Shared Services Team including Sarbanes Oxley Controls and ISO accreditation understanding
  • Ability to plan and organize workload and delegation of tasks
  • Project and change management skills
  • Subject Matter Expert in GCC labour law
  • Excellent communication, influencing and relationship building skills – (written, oral and presentation)
  • Excellent interpersonal, organisational, negotiating and coaching skills
