Job Description

Transguard is currently recruiting for a Senior Manager - Baggage & Cargo, Capacity Planning to join our Client's team, based out of their company headquarters in Dubai.

Job Purpose-

  • The job holder is responsible for the capacity analysis and planning process at Aviation industry. He/she will analyse and define future facility requirements that are aligned with forecast traffic growth and target service levels, proactively promoting the development of required facilities with the relevant delivery teams in a structured and timely manner.
    The job holder will be responsible for all capacity related aspects of Baggage and Cargo, including long term and up to the current season. As part of the role, detailed analysis will be required on historic and current system performance to support longer term planning processes and for ad hoc business support. He / She will be responsible for filling in data gaps that can’t be obtained through existing measurement by way of bespoke surveys. The job holder will be responsible for survey design, pre-trialing of surveys, commissioning and implementing surveys, data analysis and presenting the findings, insights and improvement recommendations from the project.
  • The job holder is to proactively work with stakeholders to define future service standards for company on which new facilities are based. He/ She will investigate opportunities to improve capacity through process improvements and/or planning of developing infrastructure and communicate effectively to the relevant business sponsor and delivery team for development and implementation.
  • The individual is also responsible for highlighting potential capacity constraints which may impact the declared capacity and ensuring relevant mechanisms are in place to prevent demand from exceeding capacity for seasonal capacity declarations for company's facilities at DWC and DXB (conforming to IATA guidelines). The job holder will also support the master / land use plan as a key information input on capacity requirements and service levels. Technically, the individual is to support the Logistics Modelling Manager on the simulation of Baggage and Cargo capacity related projects.
  • The job holder will be responsible for all baggage and cargo capacity related activities. The individual will work with the Logistics Modelling Manager to ensure adequate simulation tools are utilized within the Unit, in conjunction with other Capacity Planning teams. The job holder should ensure that airport processes and capacity requirements can be accurately modelled to meet growth forecasts and will feed analysis proactively to the business to drive the long-term capacity and planning process forward.

Job Accountabilities

  • Translate forecast traffic scenarios and target service levels into facility requirements, to inform the business (through the Long Term Planning & Capacity process) and the Master Programmes leading to development consistent with planned customer growth.
  • Analyse the impact of proposed or actual changes, such as capacity enhancements (e.g. new infrastructure or technology) or restrictions (e.g. new regulations), on  components of the master plan as directed and develop corresponding action plans
  • Responsible for capturing any related capacity issue and ensure this is considered in the capacity declaration process for key airport processes and facilities as part of the IATA scheduling process for company to deliver optimal passenger throughput at desired service levels
  • Analyse, develop and continually review service propositions that will drive the planning process at comapny and ensure that all future developments are aligned with or exceed service standards.
  • Develop, deliver and maintain SLAs with key stakeholders who influence the utilisation of companys assets to ensure maximum value is realised.

Skills

  • Master’s degree in Operational Research is preferable
  • Industry Experience:
    Capacity planning related role, with a significant amount of that time in the aviation or relevant sector.
  • Core Activities Experience:
    Demonstrable experience in analyzing large datasets, developing and using simulation and/or planning tools.
  • Proven project management skills.
  • Proven experience in stakeholder management, especially at senior level.
  • Strong influencing skills.
  • Proven ability to communicate data, analytics and information in a manner that is readily understood by a wide audience of varied experience
  • Understanding of key airport processes and operations. The candidate is expected to be capable of the following general requirements:
