Job Description

We are currently recruiting for a QHSE Officer - Facilities Management Soft Servicesto join our team at Transguard Group. The candidate is to be based out of Dubai. 

 

Scope-

The position of the QHSE Officer would be to enhance the HSE related issues associated with the client’s workforce and visitors. As part of the QHSE team, he/she is responsible for providing patients-centred culturally appropriate, and individual holistic comprehensive primary care to a defined individual. The QHSE Officer would be partnered with the Account Manager to complete all tasks and thereby assisting the team in working through the strategic/tactical priorities of rapidly escalating incidents.

 

Responsibilities-

  • Working with the Account Manager ensuring that the client’s Health and Safety obligations are meet with project HSE & TG standard requirements.
  • Implementation of Transguard HSE policy / procedures in compliance to ISO 45001:2018, 14001 :2015 and following the HSE guidelines set by the client’s HSE Team.
  • Ensure compliance of applicable legal requirement pertaining to Health, Safety and Environment. Manage and coordinate all HSE matters related to Operations incompliance with HSE requirement ex. Specification, safety code, legal requirement, and TG polices/ procedures.
  • Coordinate with Operation Team to conduct occupational risk and opportunity/ environmental aspects and impact assessment for prudently managing HSE risks & creating Opportunities for continual improvement in their respective areas.
  • Advise the business on health & safety matters and assist them in the implementation of health & safety management system.
  • Operate permit to work system and implement safe system of work for ensuring operational activities are carried with all safety precautions in place.
  • Carry out HSE awareness training sessions within organization to promote safety culture and to carry out/ arrange job specific training for Operatives.
  • Investigate HSE incidents and noncompliance events to determine root cause and recommend remedial action to prevent reoccurrence. To identify any patterns in lagging indicators that may require further investigation and improvement across the Operation. Assist the Facilities Manager in investigating accidents or incidents to identify conditions that cause accidents and seek actions to prevent the same.
  • Assist Client and HSE manager while conducting safety walkaround, HSE compliance Audits and close out observations within defined timeframe.
  • Make informed and accurate decisions that may affect mall operations and workers. Prepare HSE reports included with leading/ lagging indicators and upcoming action plan for proactive approach.
  • Conduct safety briefings regularly, as and when required based on Trend analysis, any changes of process, equipment and team.
  • Working closely with the client’s HSE team to ensure alignment of Operations in HSE control as well as communicate for new changes/ circular issued by the client.
  • Develop and maintain operations HSE records based on Project & TG standards.
  • Attend incidents and in accordance with the client’s policy and procedures carry out first response responsibilities.
  • Ensure all staff are conforming to HSE standards and regularly kept updated to any changes or developments.
  • Ensure Project Emergency contact must develop in align with the client’s Emergency process and keep reviewing/updating for its effectiveness.
  • Conduct regular inspections and issuance a report along with follow up for close outs.
  • Incorporate HSE induction as part of the wider induction and orientation program for all employees, ensure to maintain the records for same .
  • Maintain the HSE standards of Tools and equipment’s along with periodic Inspections and records to ensure its safe to use and operators are well competent /trained to use.

Skills

Knowledge – Education

  • Any recognized qualification in HSE such as NEBOSH, NVQ, etc.
  • Bachelor’s degree in Science / HSE from recognized university

Knowledge – General

  • Experience as a safety or risk officer
  • Experience working in large scale malls

Technical Skills

  • Thorough understanding of primary care
  • Proficient in MS Office
  • Working knowledge of safety management information system is a plus
