Manager - Baggage Handling System

Transguard is currently recruiting for a Senior Manager - Baggage Handling System to join their Client's team, based out of their company headquarters in Dubai.

Job Purpose-

To support the delivery of the BHS High Level Control Upgrade project. The consultant should be a BHS Subject Matter Expert (SME) capable of fulfilling the role of an experienced Delivery Manager responsible for managing the Contractor to deliver the BHS Applications, Operating System and Software upgrade works. The Consultant will also act as an integration coordinator and manager alongside the Infrastructure and Support Services packages for smooth on-time delivery of the project.

Job Accountabilities-

• The Consultant will provide support to Company's Delivery and undertake full contract administration services. In general, these activities will include, but are not limited to the following:
• The Consultant shall closely work with the Company's-Design lead and DABT lead to review, comment and approve contractor submissions during various phases of the project including not limited to all shop drawings, method statements, risk assessments and material submissions related to the project.
• The Consultant shall undertake a Cause and Effect analysis on all proposed utility works during the design review period, inclusive of all required terminations and associated system shutdowns.
• The Consultant shall be responsible for the full implementation of project procedures and processes to execute the contract on behalf of Company.
• The Consultant shall develop and maintain risk assessments for both operational impact and construction works.
• The Consultant shall be responsible for project reporting as per Company's reference documents.
• The Consultant shall work closely with the Project Manager and Design Lead to review strategic construction planning/ phasing and logistics of all the works.
• The Consultant will act as the main technical advisor on the construction site on behalf of Company.
• The Consultant shall liaison with any consultants, subcontractors, and the general workforce involved in the project.
• The Consultant shall lead in consultation with Company's PM and Design-Lead any liaison with internal Company Stakeholders to ensure compliance with local construction regulations and by-laws
• The Consultant shall also review, comment and approve contractors submitted project documentation to ensure accuracy and alignment with contract documentation and Company's reference documents.
• The Consultant shall be responsible for the day-to-day management of the site, including supervising and monitoring the site labour force and the work of any subcontractors.
• The Consultant shall assist in the coordinate of any Utilities Connection/Disconnection requirements with Company's internal and external Stakeholder
• The Consultant shall Implement and maintain Quality Control/ Quality Assurance procedures on projects.
• The Consultant shall communicate with the project team and stakeholders by arranging weekly progress meetings to report progress.
• The Consultant shall coordinate all contractual handover and takeover requirements from contractor to Company as per Company's reference documents.
• The Consultant shall plan, coordinate and attend all Testing and Commissioning activities with the suppliers and provide approvals on acceptance of the system in line with the agreed SOW and approved design.
• The Consultant shall allow for participation in and input into the operational trials of the system.
• The Consultant shall chair a Lessons Learned Project Workshop on completion of delivery, acceptance and handover. Provide a formal Lessons Learned Report following workshop
• The Consultant shall coordinate with Company's BT and BHS contractor to get the latest BT Infrastructure concept and guidelines which are being followed by Company's BT to replace existing Terminal 1/2/3 servers with New Servers and ensure they are aligned with the BHS system upgrades under the Business Service package. In case of any ambiguity, the Consultant shall inform Company's Design Lead and BT Lead immediately.
• The Consultant shall be responsible to review the BT infrastructure concepts, design, development and delivery documents and ensure the infrastructure development is aligned with the upgrade to the BHS HLC upgrade.

• The proposed Consultant should have a background in Computer Science/IT/Computer Applications with at least 10 years of experience in Material Automation Systems with baggage handling in particular (in large scale major airports with 35 MPPA or more).
• Sound know how of Baggage Handling Systems at Airports. Proven track record of involvement in projects where scaling up of IT infrastructure and application software was carried out.
• Domain knowledge of IT consulting, Business consulting, change management is an added advantage. Knowledge of Virtualization and Storage Solutions like VMWare, NetApp, ONTAP, Metro cluster, Microsoft Cluster, Relational Database is a must.
• Should be able to understand architecture of a baggage handling system application and laydown detailed porting requirements and design pattern, list out potential risks, chances of occurrence, possible impacts and solution. Provide customer and inhouse focus in planning, negotiating and analyzing software solutions. Provide leadership and guidance to the project team to develop, implement & maintain the project controls procedure, validate schedules and reporting systems

• Knowledge on Terminal, Airfield Operations terminology and relevant regulations is a must.
• Global industry best practice regulations and their application to ensure compliant baggage and associated Infrastructure developments,
• Good Project scheduling and phasing expertise,
• Ability to prioritise effectively, work well under pressure and have an enthusiasm and drive to see projects through to a successful conclusion,
• Industry best practice construction Health and Safety within a live airport operating environment knowledge
