Job Description

Scope

Senior Manager – Payroll is responsible to drive the Payroll & billing calculations of the Group HR Team, by developing strategic plans, both long and short term, aligned to the business growth strategy. The individual will be required to support the overall objectives and tactics implemented at both a group and business unit level, ensuring each business unit has a solution that meets their individual requirements but balances group efficiencies.

Senior Manager – Payroll is required to provide leadership, management and guidance to the Payroll Team of Transguard Group across all group employees. The individual will be accountable for ensuring efficient Time & Attendance processing, Payroll & billing calculation functions.The individual will work in conjunction with the Senior Manager’s and Director to further enhance and implement the service offerings available in addition to providing a streamlined and efficient process through the automation and utilisation of the available HR systems.

 

Responsible and accountable for the management, development, implementation, communication, support and delivery of all responsibilities areas to all employees across the group

Strategic develop and implementation of Time & Attendance systems, processes and procedures

Providing end of end Payroll solutions to internal business units, stakeholder groups and external payroll clients

Manage the overall group payroll functions including, payroll processing, payroll taxes, reviewing and revising policies and procedures, as well as internal controls, system review and upgrade.

Oversee quality assurance, quality control, and customer service regarding the billing calculation process; ensure adherence to proper billing calculation procedures; and interpret and clarify billing conditions and policies

Ensure all client billing calculations are delivered on time, to plan and correct before being invoiced to the client

Collaborate with Corporate Finance and Internal Audit teams to ensure financial, regulatory controls and reporting are correct.

Lead on the enhancement of the functionality of the systems through continuous improvements, systems implementation and enhancements, ensuring all system are fit for purpose with fully automated processes.

Responsibility for the documentation of processes and procedures including process maps, procedures manuals, training manuals and standard operating procedures for the Payroll billing calculations

This is an active role and not simply a point of accountability – the individual will be expected to get directly involved. As a member of the Senior HR Leadership team, you will be a role model for the business to live and breathe the vision, mission, and values of the organisation.

Position Responsibilities

Strategic Payroll

To develop and put in place strategic operating plans and budgets for Payroll that reflect the long-term objectives and priorities of the business whilst contributing to the wider Human Resources function;

Provides leadership in developing organisation strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to strategic thinking and direction; establishing human resources objectives in line with organizational objectives and operational needs.

Lead in the development and design of strategic HR projects, which meet the broadly defined policies and procedures set at Leadership Team

Complies with local and federal legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.

Maintains employee confidence and protects payroll operations by keeping information confidential.

Accountable to pays employees and compile payroll information by managing payroll preparation; completing reports; maintaining records.

Accountable and responsible to lead the team in the areas of Payroll and Billing calculation, Time and Attendance, Full and Final settlement management, Data Entry Management

Commercial Management & Business Governance

To develop and put in place strategic operating plans and budgets for Payroll that reflect the long-term objectives and priorities of the wider Human Resources function;

Oversee the team’s budget process; assist in establishing timelines; provide support to team; and hold team accountable for process.

Ensure team overSenior Managers and expenses are delivering to budgeted targets, identifying and realising potential savings where possible.

To assist in the ensurance that the Group's Quality and Health & Safety, Strategic Plans are effectively implemented and performance against those plans monitored within the Human Resources function;

Management of pay audits as and when required

Ensure all team reporting is delivered in line with the reporting matrix and to the deadlines set within the schedule; reporting must reflect status of the agreed Key Performance Indicators;

Advise BU’s and Senior Managmenet on legal requirements relating to payroll which may impact on client commmercials

To provide such information to the Director – Group Human Resources as required for assessment of the business performance and the achievement of the agreed strategy and budget;

To provide an appropriate and satisfactory system for management reporting monthly;

Ensure the Payroll Team understand the commercial agreements with our clients and suppliers to manage the service delivery within the timelines and deliverables of the contract

Operational Delivery

To assist in upholding an appropriate vision and long-term strategy for Human Resources to be agreed by the Director Group Human Resources;

To take remedial action where necessary and to inform the Director – Group Human Resources of any significant changes;

To put in place an effective system of controls throughout the team, covering nonfinancial as well as financial controls;

Ensure all payrolls are processed accurately and on time

Ensure all invoices are processed accurately and on time

Management of the Payroll Bureau Service

Ensure customer-focused payroll service delivery excellence across the entire payroll team applying exceptional process and project management to enable effective and cost-efficient service delivery - working closely with the business units to ensure that the payroll support each individual area of the business to achieve their goals and customer satisfaction.

Day to day management of Transguard time and attendance process;

Ensure that all advances and deductions from salaries are processed on time and accurately;

Ensure the payroll team adhere to company policies, procedures and governance in a consistent way and that non-compliance and complaint processes are in place and correctly utilised to input to the continuous improvement process

Audit and Compliance of all payrolls and ensure all the payrolls are run on time and within agreed Service Level Agreements

Strive for the Payroll process to become recognized as a world class business support function, working closely with Business Unit Senior Managers / Senior Managers to identify key service requirements and opportunities relating to site and construction services staff

Use process analysis tools to map and analyse end-to-end processes, resolve/trouble shoot blockages and drive continuous improvement in service delivery and end-user satisfaction

Ensure all costings relating to payroll and invoicing are completed accuately and on time

To ensure that the team complies with all applicable legal and regulatory requirements and, where appropriate, best practice.

To ensure that appropriate standards of conduct are complied with;

To liaise with the Director – Group Human Resources and communicate current operational status of the Payroll Team;

Ensure all governance& strategy are complied with and daily operations are executed to plan, completed within the agreed timeframes and all KPIs are met

Stakeholder Management

To represent Human Resources function of Transguard Group when dealing with government & regulatory authorities, the media, shareholders and public where appropriate;

Engage with the senior leadership team, driving forward trusted and ethical relationship within the business – be known as a trusted advisor.

To successfully communicate the Human Resources strategy as agreed by the Director – Group Human Resources;

To ensure that a system is in place for effective communication with the Payroll Team; 

Continuous Improvement

Lead the continuous improvement and operation excellence of the business unit capability through people, processes, tools, information, and governance.

 

Challenge the team to constantly innovate process and approach, be a leader and recognised for driving change;

Leadership

To build, lead and maintain an effective and cohesive Payroll Team with effective succession planning, ensure the team are a high engaged and motivated to achieve their full potential, working toward common goal, and driving forward HR metrics and programs to achieving the HR Scorecard;

To guide and evaluate the Payroll Team, to ensure a first-class support function;

To establish an appropriate structure for the team;

To ensure that operating objectives and standards of performance are not only understood but owned by Payroll Team;

Works closely with Leadership Executive members and advises them on HR strategies, process and policies to align the business’s efforts, avoid conflict of interests, and enable the achievement of the business’s overall goals and targets.

Be a role model for best practice approaches and behaviours across the business unit and wider work community
